Building Resilient Food Systems Report

Dr. Alison Blay-Palmer Presents “Building Resilient Food Systems” at the Report Launch event FAO Headquarters 

 

On Thursday, September 4, 2025, the High Level Panel of Experts on Food Security and Nutrition (HLPE-FSN) of the United Nations Committee on World Food Security (CFS) published its new report, Building Resilient Food Systems, at the Food and Agriculture Organization (FAO) headquarters in Rome, Italy.  
 
The report examines how food systems can become more resilient as the risk of escalating shocks and stresses including climate change, geopolitical tensions, pandemics, and economic instability increases. It emphasizes the need for equitably transformative resilience, which combines environmental sustainability with social justice, ensuring that all actors within food systems can adapt and thrive. Central to this vision is the transition towards diverse and equitable food systems that improve livelihoods and food security while respecting planetary boundaries. 
 
Dr. Alison Blay-Palmer, UNESCO Chair on Food, Biodiversity, and Sustainability Studies, played a key role in the development of this important report. As the lead of the expert drafting team, she guided the report’s framework, case studies and policy recommendations. The drafting process was informed by two global online public consultations, ensuring that perspectives from a broad range of stakeholders were integrated into the report’s findings. During the launch event in Rome, Dr. Blay-Palmer presented the report’s key themes and findings to member states and stakeholders. The report emphasizes the critical role of strong governance, inclusive policy processes, and locally grounded solutions in building food systems that are both adaptive and just. It highlights how resilience depends on interconnected ecological, social, and economic dimensions, and calls for coordinated action across sectors and scales. 

Next Steps: Presentation to the Committee on World Food Security 

Building Resilient Food Systems will be formally presented at the 53rd Plenary Session of the Committee on World Food Security (CFS) on October 22, 2025. This presentation will provide an opportunity for governments, civil society, the private sector, and other stakeholders to discuss the report’s recommendations and consider how they can be applied in global and national contexts.
